What Is Tapera/Sikumbang?
Tapera (Tabungan Perumahan Rakyat — the Public Housing Savings fund) is an Indonesian government body under the Ministry of Public Works, operated through PPDPP (Pusat Pengelolaan Dana Pembiayaan Perumahan, the Housing Finance Fund Management Center). Sikumbang is Tapera’s public housing registry — a database where developers register residential projects (a “Lokasi ID”) to access government-backed mortgage financing (KPR subsidies) for buyers.
A project doesn’t have to be in Sikumbang to be legitimate. But when it is, the registry publishes independently-verifiable facts we can check against a developer’s own marketing: the exact legal entity name behind the project, its REI or HIMPERRA membership (Indonesia’s two national real estate developer associations), and per-unit-type prices, land area, and build area. That’s a government record, not a sales brochure — which is exactly why we use it as our primary cross-check.
Our Verification Process
For every development we list, we search Sikumbang by project name, location (kecamatan), and developer name, and where we find a match, we compare its registered developer entity, unit types, prices, and specs against what’s on our listing and what the developer/agents told us. Where the two disagree, we update our listing to match the registry and we say so.
An honest caveat: “Not Yet Confirmed” does not mean a project is unregistered or untrustworthy — it means we could not locate a matching Sikumbang entry via the registry’s public search. Sikumbang’s own search tooling has real limitations (some entries aren’t indexed by search engines, smaller or older developments predate current registration norms, and some legitimate projects are registered under a name or developer entity we haven’t yet matched). We treat “not found” as a research gap on our end, not a red flag we’re asserting about the project — and we re-check periodically.

Halton Place: What Our Own Check Turned Up
Halton Place is a useful example of why we do this. Sikumbang’s registry shows two separate phases: Phase 1 (developer Graha Citra Mahardika) registered under unit names New Carlton, New Carlton Plus, and Cartier, and Tahap 2 (developer Wira Adinata Nugroho) registered as Calvin. Both are REI members.
Our listing is for Type Cozy — a genuine, currently-marketed unit we photographed on-site at the show-unit signage board. But Cozy does not appear under either registered phase. That means Cozy is very likely real and on sale, but it isn’t reflected in the government registry yet — a common gap when a developer launches a new sub-phase before paperwork catches up. We’ve updated our Halton Place listing to disclose this directly rather than present it as fully registry-verified, and we no longer repeat an earlier claim that older types (Cartier) were sold out — the registry currently shows unsold Cartier units.
We’re publishing this discrepancy, not just the clean matches, because a verification page that only ever says “verified” isn’t actually verifying anything.
